Council moves door‑to‑door solicitation permitting from clerk to planning and zoning

Under the adopted change, businesses that seek to solicit door‑to‑door in private communities will now obtain a permit from the planning and zoning department instead of the city clerk.
Council members said the change streamlines permitting for businesses that sell or solicit in residential areas. Planning staff explained that the previous process required businesses to obtain a permit through the clerk's office before soliciting; the amendment shifts that responsibility to planning and zoning.
During public comment a resident asked for a brief explanation of the changes; staff responded that the modification is administrative and intended to simplify which department issues the permit. Councilman Pinedo moved to approve Ordinance 2025‑15 on second reading; Councilman Reynoso seconded. The roll call vote was unanimous: Pinedo, Reynoso, Cabral, Vice Mayor Porras and Mayor Fraga voted yes.
The ordinance takes effect following second reading; planning and zoning staff will update its process to receive and process solicitation permits.
