Cabral cited the city charter’s civil‑rights section—referencing language that “no matter once having been placed on a formal agenda by the city shall be postponed or another day except for good cause shown” — and asked the city attorney whether an item may be removed or deferred without a motion and vote. The city attorney replied a motion and vote are required for deferral and said he needed time to review the specific charter language cited by Cabral and would prepare a response for a future meeting.
Council members and the mayor discussed meeting preparation and the importance of bringing procedural questions in advance so staff can be ready. Mayor Christie Fraga suggested the inspector general’s office could be used for charter enforcement questions going forward. Cabral said she had asked staff to circulate an April 15 email with concerns to the selection committee for a separate agenda item and said that email had not been distributed prior to the committee meeting; the clerk confirmed the message had not been circulated.
The council did not adopt new rules at the meeting; the city attorney agreed to prepare a formal interpretation of the charter provision and return the item to a future agenda.
