Council eases appointment requirements for advisory boards; ordinance passes second reading

The City of Doral on May 14 adopted Ordinance 2025‑14 on second reading, amending Article 3 of Chapter 2 to revise sunset provisions and appointment requirements for boards, committees and commissions with the stated goal of making volunteer service more accessible.
During public comment Louisa Marzabetti Garza asked whether the changes would minimize or complicate the appointment process. Council members explained the amendments remove procedural barriers (for example, attendance at a prior meeting as a prerequisite to appointment and certain background‑check requirements) to make it easier for residents to be appointed to advisory bodies.
Councilman Pinedo moved approval on second reading; Councilman Reynoso seconded. The roll call vote was unanimous: Pinedo, Reynoso, Cabral, Vice Mayor Maureen Porras and Mayor Christie Fraga voted yes. City staff said the change will allow more residents to participate on advisory boards and that additional nominations will be accepted for the June council meeting to fill outstanding seats.
Council members added that the change should increase resident engagement and reduce scheduling burdens tied to the previous appointment rules; staff noted training for new board members will be scheduled once nominations are complete.
