Upper Darby SD reports bond settlement and outlines budget timeline ahead of June adoption deadline

District officials told the Upper Darby School District board on May 13 that a 2025 general obligation bond issuance settled April 23 and that the administration has presented a proposed 2025–26 general fund budget for board consideration.

Director Murphy Morrissey summarized the Finance and Operations Committee meeting of April 29, saying the committee reviewed three items: a summer 2025 projects update (informational), the 2025 bond issuance update (informational) and the proposed 2025–26 final budget. "District administration provided an update of the 2025 general obligation bond issuance that settled on 04/23/2025," Murphy Morrissey said. Administration asked the board to consider the proposed general fund budget; the committee noted the final budget presentation will be on June 17, 2025 and will incorporate any legislative and internal changes.

Board Secretary Mr. Rogers presented the proposed general fund budget to the committee in compliance with the Act 1 timeline, Murphy Morrissey reported. Superintendent Daniel McGarry emphasized the district's reliance on state and federal funding to maintain programs and staff. "Without state and federal funding, we can't pull off these programs," McGarry said, and he urged community members to contact state representatives. He also reminded the board and public that the district must adopt its budget by June 30. "We have to adopt our budget by June 30. So please stay tuned," McGarry said during his report.

The finance summary at the board meeting was informational; there was no record of a final budget vote at the May 13 meeting. Administration scheduled the final budget presentation for June 17, at which time the board will consider any changes that result from legislative action or internal revisions before the June 30 adoption deadline.
