Fayette County appoints Lisa Twain to New Haven PSD board after public objection

The Fayette County Commission appointed Lisa Twain to fill a vacancy on the New Haven Public Service District (PSD) board.
The appointment drew public comment from Diana Kinkade, who joined by Zoom and asked the commission to consider other applicants, including Peggy Harper and Cindy Bennett. Kinkade said she believed an interim chairman had already indicated an appointment months ago and asked that the panel consider applicants with ties to the north-side community; commissioners responded that they had reviewed applications and made a decision based on those materials and their knowledge of the candidates.
Commissioners said both applicants were well qualified and noted one applicant’s community volunteer work and local business ownership as reasons they favored her. The appointment was moved, seconded and approved by voice vote.
During the public exchange, the commission clarified that it considers applications and will accept letters of interest but does not proactively recruit applicants beyond notifying about meetings. Kinkade said she had not had conversations with the interim chairman and reiterated that community involvement should guide appointments.
The commission also said it had met at a prior meeting with a candidate in person and acknowledged that members read and considered application materials.
