Executive officer reports $14.06 million budget, exam errors and staffing updates

At the board's May 9 meeting, Executive Officer Steve Sodergren gave the executive officer report, highlighting budget figures, personnel changes, licensing volumes and an examination scoring correction.
Sodergren said the board's budget was $14,061,000 with current expenditures at roughly $8,800,000 and a reserve projected at about 18.7 months. "The board's budget currently is $14,061,000," he said. He outlined recent promotions and hires across licensing, examination and enforcement teams and noted four current vacancies.
On licensing activity, Sodergren reported that the board issued 3,921 registrations and licenses in the last quarter and that the total licensee population was approximately 51,854 as of April 2025. He also said the registration unit's processing time averaged about 29 business days and that applications for licensure averaged about 56 business days.
Sodergren reviewed exam administration and an error related to the LPCC law-and-ethics exam. "Upon reviewing the pass rates for this exam, OPS discovered that an incorrect pass score had been submitted to Pearson VUE," he said, reporting that 77 exams administered between Feb. 1 and Feb. 19 were rescored and 33 candidates' results changed to pass. Candidates were notified by email.
Regarding enforcement, Sodergren said the board received 634 consumer complaints in the last quarter and reported various case-processing time averages, including 82 days on average to complete a board investigation. He also noted outreach metrics and recent publications, including guidance on AB 1955 (the SAFETY Act).
Board members asked clarifying questions about the consumer information center's reported call volume and average wait time and about limited-term staffing used to reduce processing times. Sodergren said the board was using limited-term positions to address workload in lieu of immediate permanent hires and that those strategies were intended to be evaluated as part of budget planning.
