At the end of the May 7 meeting, the Planning Commission recommended two mandatory referrals to City Council: a request by Middle Tennessee Electric (MTE) for an electric easement on city property at Walter Hill Park and an applicant request (Patterson Company LLC) to abandon a surplus detention‑pond easement on a common area near Elmcroft Avenue.
Planning staff said the MTE easement would allow power to a meter pedestal to support cameras and lighting at Walter Hill Park and recommended forwarding the easement to council with standard conditions: MTE must provide legal descriptions and exhibits for the city legal department, pay recording fees and record the final instruments.
On the detention‑pond easement, staff said the portion requested for abandonment does not contain the pond and serves no drainage purpose, but the city engineer requires a replacement 20‑foot drainage easement along the rear of the affected lot to ensure a route to the pond. Staff recommended approval conditioned on simultaneous recordation of the abandonment instrument and the subdivision plat creating the replacement drainage easement; the commission voted to forward both items to council with the stated conditions.
Both referrals were approved subject to staff and legal review and standard recording requirements.
