Atherton park projects advance; council reviews $350,000 playground augmentation and Jennings Pavilion solar/battery idea

Parks and public-works staff asked the council to augment the park playground and restroom budgets following preferred conceptual changes and additional surfacing and equipment requests. Staff said the playground construction budget had previously been approved but that council comments on equipment and surfacing require an additional $350,000 to cover the requested changes.

Restroom infrastructure includes pumps and sewer work that have required recent emergency repairs and are costly to maintain; staff said replacement of the restroom structure and upgrading pumps is part of the project.
Council members pressed staff for details on restroom design and operation. One councilor asked staff to avoid motion-sensor flush toilets because small children can be frightened by automatic flushing; councilors asked staff to consider manual flushers or family-restroom designs to address that concern. Staff also advised the council the prior pump failures caused significant cleanup and that replacing the facility is more than a cosmetic project because of the underground sewer/pump components. The council requested design exhibits be circulated to discuss final equipment and fixture choices.
Separately, staff proposed $30,000 for design of a Jennings Pavilion solar-and-battery backup system to support the building as a potential emergency operations or shelter location. Councilors discussed possible grant funding for solar and the potential to co-locate use (for facility use and park programming).
No appropriation votes occurred at the meeting; staff will return with exhibit-level plans, procurement estimates and recommended fixture selections before final appropriation.
