A staff member presented the draft bylaws and said there is no statutory requirement to publish changes in advance but the draft includes a section specifying how many days in advance bylaw changes will be provided to the board. The board discussed customary notice periods and settled on a 14‑day advance notification as a reasonable convention. The commission also recorded that Kevin Reed, the fiscal agent, is the treasurer by statute and noted that the bond requirement for the office is $15,000.
Commissioner Henry moved to adopt the bylaws with the added language; the motion passed on a roll call vote. The commission also agreed to complete remaining administrative items, including adding new director access and ensuring all members have access to the adopted materials.
