Lake Barrington honors Village President Kevin C. Richardson at retirement ceremony

Village President Kevin C. Richardson announced his retirement and received tributes from trustees, staff and residents at the May 6, 2025, meeting of the Village of Lake Barrington Board of Trustees.
The board approved a proclamation honoring Richardson and moved to make it official by roll-call vote. Trustee Richard Hayes moved to approve the proclamation and Trustee Schaumbel seconded; the clerk recorded unanimous affirmative votes, and the board declared the proclamation approved.
The meeting included multiple tributes to Richardson’s 26 years of service. Richardson told the room, "This is the last time I'll sit in this chair," and closed with, "May God bless all of you." Staff and elected officials described his tenure as marked by a focus on open space, intergovernmental agreements and financial stewardship. A member of the village staff who identified themself as the accountant said, "Kevin, you are the embodiment of a good citizen."
Those remarks accompanied several formal recognitions: a framed village proclamation read by board leadership, a statement entered into the Congressional Record and a congratulatory letter read aloud from President Trump. The board announced that the boardroom will be known as the Kevin C. Richardson Boardroom and presented Richardson with a commemorative plaque and a gavel removed from his desk.
The proclamation and presentations cited Richardson’s role in land acquisitions, an intergovernmental agreement to increase wastewater treatment standards, preservation of open space and other locally organized environmental and community projects; those claims come from the proclamations and recorded remarks in the meeting and were not supplemented with outside documentation during the session.
The vote to approve the proclamation was recorded in roll call as: "Trustee Hayes? Yes. Trustee Perkins? Yes. Trustee Schaffler? Yes. Trustee Schaffelser? Yes. Trustee Van Rijk? Yes. President Berg? Absolutely, yes." The board announced the proclamation approved and the naming of the boardroom followed the formal approval.
Following the formal action, trustees, staff and family members offered personal remarks and readings. The board recessed for a reception after the presentations and Richardson offered brief closing remarks expressing his gratitude.
The meeting also included a resolution from the Illinois House of Representatives (House Resolution No. 228) read into the record and references to statements placed in the U.S. Congressional Record; these recognitions were read aloud during the ceremony and are noted in the village minutes.
No additional formal policy actions beyond the proclamation approval and the naming/presentation were taken during the retirement portion of the agenda.
