The Town of Clayton Town Council voted to adopt an ordinance establishing a cumulative capital development fund and set a timeline to begin collecting the fee tied to property loans.
Council members opened and closed a public hearing on the CCDF with no public comment, then moved to pass the ordinance with a motion to approve it before Jan. 1, 2026 so that collections would begin in February once the fund takes effect. The council’s vote carried.
Under the process described at the meeting, the town must publish the ordinance, wait a 30-day remonstrance period for objections from property owners, and forward any remonstrations plus the ordinance to the Department of Local Government Finance (DLGF) for final review and approval.
Town staff said residents who wish to file objections during the 30-day window should submit them in writing; the DLGF will review any remonstrances and determine whether to permit the town to proceed with the fund.
Council members discussed timing but did not amend the ordinance text at the meeting. The council did not record a roll-call vote in the transcript; the motion carried by voice vote.
