Council backs third-party operator, seed funding for county incubators; AI center lease discussed

The Montgomery County Council voted unanimously to accept the economic development committee’s recommendations on the incubator programs non‑departmental account (NDA), including a proposal to hire a third‑party manager to run the county’s innovation centers.

Committee materials recommended budgeting $2,000,000 for a third‑party manager and associated services. Staff presented the request as a bundled package: $1,200,000 to contract with an experienced operator to run and market the innovation centers and $800,000 for coaching, mentoring and accelerator cohorts. County staff told council members that executive office staff viewed the operator and mentoring as a combined package and that tranching or phasing questions could be addressed with county executive staff.

Council members and county staff described the incubator assessment work that informed the recommendation: site visits to incubators in Frederick and Baltimore City, interviews with participating companies, and a review of competitor market staffing and services. County staff observed that comparable incubator facilities often deploy many more full‑time staff than Montgomery County currently does; the county’s incubator program operates with two full‑time incubator staff plus a JLL receptionist contract, while peers can have multiple dedicated personnel supporting programming, sales and lab operations.

County staff and committee members also discussed expected personnel changes tied to contracting with an outside manager. The packet notes three full‑time FTEs associated with the incubator program; staff said two of those are program managers. The committee recommended allowing an incubator staff member to remain in post for six months while the third‑party manager onboarded; that staffer would then be redeployed into a vacant business center team position, with the incubator role eliminated thereafter. Staff estimated a lapse from the incubator position of roughly $80,000 (staff flagged that final numbers would be reconciled with OMB).

The council also discussed an AI Innovation Center that county staff had been piloting under a sublease in the Institute for Health Computing (IHC) building. Staff and the Department of General Services said negotiations are near completion for a separate, larger lease the county is considering; DGS said an appropriation is required before a lease can be executed. County staff requested $200,000 in the leases NDA to support the anticipated new lease; DGS said the appropriation is needed to execute the contract and that negotiations were in final drafting stages. DGS told council members it expects to come in slightly under the $200,000 placeholder and will provide final numbers to committees.

Council members asked about phasing and timing given county fiscal constraints. Committee and executive staff said the program could be phased but that delaying funding would slow recruitment of an operator and delay program rollout. Supporters pointed to local success stories, including Arcellx — cited by staff as a company that started in a county innovation center and now employs local residents after expanding.

The economic development committee’s recommendation to budget the incubator manager package and related staffing adjustments was approved by a unanimous hand vote at the full‑council session.
