Council advances two‑unit infill plan on East 20th after staff finds consistency

Development coordination staff described the two‑unit plan: three‑story homes with two‑car enclosed garages, front‑door orientations on Tenth Street and East 20th Avenue respectively, and existing sidewalks on surrounding streets. The applicant worked with staff to preserve two on‑site trees. Planning commission staff reviewed the request and found it consistent with the Residential‑20 designation and supportive of infill development on underutilized lots.
Council members asked whether stormwater retention would be permanently documented on the site plan; staff said stormwater controls must meet technical standards at permitting and that site plan notes will require compliance. The applicant’s representative, Steve Michelinie, said the plan’s dry‑stormwater areas (sheet drainage/retention) will be designed to meet the technical standards and improve post‑development discharge versus existing conditions.
The motion passed unanimously; revision‑sheet items must be completed between first and second readings.
