Developer revises West North A townhouse plan; council advances first reading after staff finds consistency

Tampa City Council advanced REZ2513 on first reading after the applicant redesigned a townhouse‑style plan for 4601 and 4611 West North A Street and added environmental and layout improvements required by council at an earlier hearing.
Development coordination staff summarized the redesign: the updated plan increases the number of buildings from three to four, raises the unit count from 21 to 23, reorients buildings so Units 1–2 face North A and Trask Street, eliminates an interior vehicular lane and replaces it with a central courtyard and additional green space. The project now provides 46 parking spaces where the overlay requires 23, preserves several perimeter trees and adds a total of 12 Type‑1 trees (staff said the code required 11) and roughly 10,000 square feet of green space, exceeding the minimum by about 2,000 square feet.
Applicant Rob Rosner said the redesign responded to council direction; removing the internal road allowed a larger courtyard and more trees. Natural‑resources staff and planning commission staff cited the additional landscaping and reduced vehicular footprint in finding the plan consistent; the applicant also removed three waivers previously requested at the February hearing.
Council approved first reading unanimously. Revision‑sheet changes must be completed between first and second reading; second reading and adoption are scheduled for June 5, 2025.
