Lewisville approves multiple McKinsey Hembree parcels back to single-family zoning after neighborhood requests

Lewisville city council on May 2025 approved a cluster of small rezones in the McKinsey Hembree neighborhood to restore single-family zoning on lots that had been rezoned to light industrial in the 1970s.
The city initiated the requests after neighborhood meetings and one-on-one outreach to owners. The council unanimously approved ordinances rezoning the following parcels from Light Industrial (LI) to single-family residential R-7.5: 674 Hardy Street (Lot 4E Block 10), 635 Willow Street (Lot 1C Block 9), 630 Willow Street (portion of Lot 1D Block 9) and 629 Hardy Street (portion of Lot 4 Block 3). Planning & Zoning had recommended unanimous approval for each item.
Planning Director Richard Lukey explained the change responds to decades-old rezoning (1974) that left some residential lots bordered by industrial zoning and that residents have worked with staff to seek restored neighborhood continuity. No other changes to base districts were proposed; the decisions change the official zoning map and allow single-family development consistent with surrounding lots.
Each rezoning passed with unanimous council votes; council members cited constituent outreach and the desire to preserve neighborhood character in supporting the moves. No compensatory actions, variances, or immediate development approvals were included in the ordinances; owners must pursue standard permitting for future construction.
The council also postponed a related Castle Hills item (a separate PD amendment) to May 19 to give the applicant additional time to prepare materials that address sight lines and traffic concerns raised in prior hearings.
