Council schedules committee of the whole meeting to 'right-size' parking requirements for multifamily housing

The Salem City Council voted May 8 to have the Committee of the Whole meet with the Department of Planning and Community Development staff in May or June 2025 to discuss right-sizing parking requirements for future multifamily housing.
Councilor Marcello, who moved adoption, said the effort grew from the city's housing roadmap work and public outreach aimed at finding local tools to increase housing supply and affordability. Councilors raised concerns that current parking requirements have produced large surface parking areas downtown, removed trees, and worsened stormwater runoff. Councilor Hackworth said downtown has "between 40-50% surface level parking" and argued for better use of existing lots and structures.
Councilors said they expect staff to bring data and options to inform any zoning changes. The motion carried by voice vote.
