Hardy County staff briefed commissioners on draft revisions to the county’s funding-request forms and procedures for nongovernmental organizations, and commissioners agreed to continue work on the draft without a vote.
Staff said the paperwork needs updating and that completion is not required until June, ahead of the new fiscal year. Proposed changes include requiring proof of nonprofit status, an application with anticipated project start and completion dates, an obligation to provide receipts and documentation within 90 days of project completion, and clearer documentation of anticipated timelines.
Staff said the county reviewed examples from other counties, including Pocahontas County, and is adapting several of those practices to increase transparency and accountability for county-funded projects. Loretta (staff) was identified in the discussion as following up on edits and outreach to other counties.
No motion or vote occurred; commissioners kept the item on the agenda for continued development and future consideration.
