Hampton City Schools board approves $1,000 after-tax bonus for full-time staff, $500 for part-time

The Hampton City Schools Board of Education approved a one-time after-tax bonus of $1,000 for full-time employees and $500 for part-time employees on May 7, 2025, using state budget amendments supplemented by district funds to cover employees not covered by the state allocation. The payout follows amendments to the FY2025 state budget approved by Governor Glenn Youngkin that included funding for a $1,000 bonus for Standards of Quality-funded positions. Superintendent Dr. Haynes and Chief Financial Officer Brittany Branch told the board that the state allocation covers roughly 1,909 SOQ-funded positions, while the district employs more than 3,000 people; the district proposal repurposes local funds to extend the bonus to all employees.
"Full time employees will receive an after-tax bonus of $1,000. Part time employees will receive an after-tax bonus of $500," CFO Brittany Branch said during the presentation. Branch told the board the district estimates receiving about $2 million in state funds for the program and recommended a planned payout date of May 28, 2025, in keeping with the General Assembly guidance to pay by June 1.
Board member Mr. Kilgore moved to move the deliberation item to the action portion of the agenda and then moved approval; Miss Afongia seconded. The clerk, Miss Charbonneau, called the roll for the final vote: Miss Alfonja (aye), Miss Cherry (aye), Dr. Banks Gray (aye), Mr. Samuels (aye), Mr. Kilgore (aye), Dr. Woodhouse (aye), and Dr. Mason (aye). The motion carried.
The district will publish full implementation details in its board documents; Branch said staff will provide the exact payout mechanics and tax withholding calculations to employees prior to disbursement. The board did not change the recommended after-tax structure during the meeting.
Though board discussion at the meeting included praise for the program as a return on investment for the community, no changes were made to the payout amounts or the scheduled date. Staff and board members said they will share additional details with employees and the public through the district's usual communications channels.
The approved motion directed staff to implement the bonus as presented; no additional follow-up actions or conditions were listed in the motion recorded in the meeting minutes.
