The Scottsbluff Planning Commission recommended that the City Council approve rezoning the property commonly referenced as 1902 West Overland from R‑1A (single‑family residential) to C‑3 (heavy commercial) to allow the property owner, Travis Allen, to relocate a tree removal and landscaping business.
Staff said the property is located in the floodplain and the zoning code gives preference to commercial and industrial uses in floodplain locations over residential uses. The site is served by a sewer main in the South BeltLine right‑of‑way and a water main in the West Overland right‑of‑way; access would be via BeltLine and West Overland. Staff recommended a positive recommendation to council, and the commission voted to forward approval.
No public opposition was recorded in the hearing. The recommendation will be considered by the City Council at its next available meeting.
