City staff described the remaining work as sidewalk and ADA ramp installation to connect the Westmore pool parking lot to the courts, a west-side sidewalk and patio with a 15-by-30 steel shade structure, expansion of alleyway parking and paving two handicap parking spaces. Staff reported the $85,000 bid was higher than the engineer—s estimate of $55,000; smaller projects have seen limited competition and higher labor costs, staff said. The contractor offered $9,000 in negotiated reductions from the original bid.
Council asked about construction materials and schedule; staff said the shade structure would be a steel frame similar to other park structures and that the surfacing contractor will follow after the site work is completed. The project will be funded with American Rescue Plan Act (ARPA) funds, per staff comment. Council approved the award by motion and second.
