The council voted on first reading to change the zoning for 1902 West Overland Drive from R-1A (single-family residential) to C-3 (heavy commercial) to accommodate the relocation and expansion of a tree-removal and landscaping business owned by Travis Allen.
Why it matters: Staff and the planning commission recommended approval, saying the new commercial district will buffer the Western M-1 industrial district (the nearby concrete plant) and single-family homes to the east. The property is within a mapped floodplain and the owner requested the waiver of three readings to allow faster installation of a taller security fence and a business sign.
Travis Allen told the council he has begun site cleanup and asked to proceed with footing, foundation and fence installation so he can secure equipment and continue business operations. Development staff noted the zoning change follows similar transition rezonings previously permitted in that corridor and identified the use as compatible with the comprehensive plan’s transitional approach.
Council action: The council granted the waiver of three readings on the ordinance and approved the first reading; proceedings included entering the council packet as Exhibit 1 into the public-hearing record. Subsequent readings and final adoption will follow the city’s ordinance process.
