The Scottsbluff Planning Commission recommended that the City Council approve a plat vacation and a new preliminary and final plat for property commonly identified as 2302 and 2410 Frontage Road, a commercial mall site owned by Rockstep. Staff said multiple prior replats and vacated streets have made the legal description ambiguous and that the vacation is needed so the parcel can be replatted correctly.
Staff told the commission the action would vacate an existing 40‑foot sewer easement and a 10‑foot stormwater easement that currently run under the mall and would replace them with a new 40‑foot utility easement along the northwest property line. Lot reconfiguration would create Blocks 1, 2 and 3 “to make sure for easier replatting in the future,” staff said, and the proposal met code requirements including minimum district size and street frontage.
Commissioners moved and voted to forward a positive recommendation to City Council on both the vacation and the preliminary/final plat. No public comments were offered during the hearings. The staff report said they are coordinating with the Register of Deeds and JEO to determine how far back the vacated legal description should extend given the property’s replat history.
If the City Council approves the ordinance and plat, the new utility easement and consolidated blocks will establish a clearer lot pattern for future development or subdivision at the mall site.
