The Scottsbluff City Council approved a community festival permit to allow Bands on Broadway to use parking stalls on the east side of the Eighteenth Street Plaza for the summer concert series running Thursdays from June 5 through Aug. 7, 2025. The council also tabled a special designated liquor-license application from Pres Incorporated d/b/a Rosita's.
Debbie Wagner, representing the Bands on Broadway committee, told the council the committee has historically used a small area behind the stage for loading and unloading and now seeks formal permission to block three or four parking stalls on the east side of the park for equipment unloading and, if needed, to stage large food trucks safely. "We've never had to ask for permission in a formal way before," Wagner said, and added changes in fire-marshal requirements and spacing for food vendors led the committee to seek a formal closure to properly stage vendors and music equipment.
Council members discussed logistics including how vendor trucks and the event sound provider (Crossroads Music) coordinate parking and unloading. The council approved the permit by motion and second; council members recorded affirmative votes and the motion passed. The separate application requesting permission to serve distilled spirits (Rosita's) was not before the council and was tabled at the applicant's request.
