Planning Director Andrea Keefer asked the council to authorize a two‑year contract with Irma Tucker of Metro Ventures Ltd. to provide professional planning services. Keefer said Tucker’s work has supported long‑range planning — primarily the comprehensive general plan update — and project management for six large Avenue of the Flags projects. Under the proposed contract Tucker would provide up to 1,300 hours over two years at $100 per hour; 676 hours would be reimbursable to the city by private developers and a maximum of 624 hours would be charged to the general fund.
Keefer said the maximum general fund impact would be $62,400 over the two years and staff recommended a budget amendment to cover the remainder of the current fiscal year and include the balance in the next biennial budget. She noted a minor contract language change requested by Tucker and reviewed by the city attorney, and said it did not change the contract scope.
A council member moved and the council voted to authorize the city manager to enter into the two‑year contract with Metro Ventures Ltd. (Irma Tucker) beginning May 12, 2025 and ending May 12, 2027 for a total of $130,000, with the maximum general‑fund obligation set at $62,400.
