Council discusses pet‑waste receptacles and bag dispenser placements; staff to cost options

Summary
Following resident comments at town halls, the council discussed pet‑waste along sidewalks and parks, reviewed current dispenser/trash locations and directed staff to research adding bag dispensers, trash receptacles and maintenance-costs for high‑use areas.
Public Works Director Rose Niss presented an informational briefing May 8 at the Buellton City Council meeting about pet‑waste disposal and current city efforts.
Niss outlined past outreach efforts including mailings, partnerships with local feed stores, veterinary clinics and the humane society, and two prior outreach campaigns. She mapped existing bag dispensers and trash receptacles (parks, near bus stops and two sponsored dispensers on Highway 246), noted the system’s maintenance cadence (monthly refill checks; weekly trash pickup in parks by contracted landscape services) and described the constraints on adding new receptacles (staff time and ValleyGardener schedule).
Council members indicated frequent complaints along Highway 246 and near the dog park. They asked whether smaller dispensers could be attached to sign poles and whether bags could be compostable; staff said they would research options and the costs of additional dispensers and periodic emptying. There was no regulatory change or vote; council gave staff direction to identify additional dispenser locations and to return with cost estimates that include maintenance staffing or contract impacts.
