Bill would require formal training for new appraisal district board members

Senator Bettencourt laid out House Bill 148, which would require new appraisal district board members to complete a comprehensive training course at an institution of higher learning before taking office.
"House Bill 148 addresses this issue by requiring all new appraisal district board members to complete a comprehensive training course on their statutory responsibilities for assuming office," Bettencourt said, noting the training could be provided at an institution such as the V.G. Young Institute of County Government in College Station.
Proponents said the measure responds to problems when elected boards promise tax savings and take steps that conflict with the market‑value statute. Carl Walker of the Texas Taxpayers and Research Association told the committee HB 148 would "remove politics from the appraisal process" by ensuring candidates know the limits of board authority before they run for office.
Shannon Murphy of the Comptroller's Office appeared as a resource witness and described existing training: a short, non‑mandatory video is available and appraisal board members are subject to required open records and open meetings training through the Attorney General's office. Proponents said the bill supplements that baseline with substantive training on appraisal duties and election issues.
Public testimony closed and the committee left House Bill 148 pending subject to call of the chair.
