Senator Hinojosa presented House Bill 621 to the Committee on State Affairs, saying the bill responds to a constituent's difficulty reserving a homeowners association meeting room for a town hall when the HOA board disagreed with the candidate's politics.
Hinojosa told the committee the bill "provides a simple fix" so that if a meeting space within an HOA is available, an HOA member can reserve the space on behalf of a qualified political candidate or elected official regardless of political views. The sponsor stressed the bill does not remove reservation fees or other legitimate requirements; it only prohibits political preference in allowing access to an available space.
The chair opened public testimony and recorded Connie Hayer as registered in support with written materials to be distributed; no one present asked to testify for or against HB 621 during the hearing. The committee left the bill pending for further consideration.
No amendments or votes were taken during the hearing. Committee staff said they would distribute written materials submitted by registered supporters to members.
