City Manager Gunderson presented a demonstration of ParkPayUSA on May 8 as a way to manage turnover in two downtown public parking lots and to provide a marketing channel for area businesses.
Gunderson said ParkPayUSA requires no upfront cost to the city, handles payment processing and forwards the city’s share on a short cycle; the company also offers targeted merchant promotions that can appear in the app when users are parking in a defined area. Staff noted ParkPayUSA can send reminders and allow businesses to promote limited‑time offers to drivers in the geofenced zone.
Council members discussed tradeoffs. Some members supported testing meters in certain lots to encourage turnover, while others raised accessibility concerns for people without smartphones and suggested adding kiosks. Several council members noted the system pairs well with a golf‑cart shuttle if off‑site parking is metered and visitors are offered a ride to downtown destinations. Gunderson said he will gather additional vendor comparisons including larger providers such as ParkMobile and return to council with more details on coverage, kiosks and enforcement policy options.
No formal authorization was given; council asked staff to pursue additional information and to return with a recommended implementation plan if appropriate.
