Board approves Arts in Education grant recommendations; panel flagged evaluation and language-access issues

The Wisconsin Arts Board approved the Arts in Education panel'recommended grants for fiscal year 2026, with approvals conditioned on state budget availability.

Staff reported that the Arts in Education panel found three of four applicants were new to the program and praised panelists for thoughtful and timely reviews. Panelists repeatedly flagged evaluation as a critical criterion: reviewers wanted clearer evaluation plans, consistent survey instruments and assurance that surveys would be offered in applicants'expected languages to represent non-English-speaking participants.

Reviewers also asked that application materials include more detailed bios when applicants rely on a locally known artist or educator; panelists said reviewers unfamiliar with local figures need that context to score a proposal fairly. The panel gave positive feedback on the application split-screen (SmartSimple) view but suggested stronger guidance in orientation so reviewers can use samples consistently.

On motions, the board approved the panel'recommended slate (the transcript records approval "pending budgetary funding"). The panel originally invited 19 applicants to phase 2, and staff said most years see similar numbers of submissions and late-night submissions close to the deadline.

Board members discussed outreach to schools and noted interest in attracting more school-based applicants, including school music programs and similar offerings; staff and board members asked that future application postings be shared with partners for translation and broader distribution.

Staff said they will provide the panel'round 1 feedback for panelists to review in phase 2 and will emphasize multilingual survey requirements and clearer bios when a local performer or educator is proposed.
