House adopts resolution honoring retired Portland lieutenant David T. Meyer

The House adopted House Concurrent Resolution 29, a memorial honoring the life and public service of Lieutenant David T. Meyer of the Portland Police Bureau.

"I'm honored to bring you House Concurrent Resolution 29, which pays tribute to the remarkable life and legacy of Lieutenant David T. Meyer," Representative Helfrich told colleagues before reading the resolution on the House floor. Helfrich described Meyer as a longtime law-enforcement officer whose work with crisis negotiation and partnerships with Lines for Life reshaped how some agencies respond to mental-health crises.

Sponsor remarks recounted Meyer's career milestones, noting that Meyer joined the Portland Police Bureau in 1991, served on the crisis negotiation team, and later helped shape training and dispatch practices that routed some crisis calls to crisis lines and emphasized follow-up over force. "His approach did not shy away from real threats, but for those crying out for help, Dave offered a lifeline," Helfrich said.

Representative Smith offered additional remarks of appreciation, noting online tributes and characterizing Meyer as "honorable, compassionate, smart, most capable, funny, family man." After debate concluded, the clerk recorded that HCR 29 "having received the required majority is declared adopted." The resolution directs that a copy be presented to Meyer's family as an expression of sympathy and condolences.

The floor proceeding included an invocation and ceremonial guests (including the Portland Police Honor Guard) prior to the resolution's adoption; those ceremonial elements were part of the session's opening and the memorial reading. The adoption of HCR 29 was the formal action recorded on the floor with the resolution declared adopted by majority vote.
