House approves bill to expand online dashboard tracking expiring affordable-housing protections

The Oregon House voted to pass Senate Bill 32A, a measure directing Oregon Housing and Community Services to expand and modernize a public-facing preservation dashboard that consolidates data on expiration dates, unit counts and rent-assistance types for publicly supported affordable housing.

"Across our state, more than 4,000 affordable homes are at risk of losing their affordability protections in the next five years," Representative Neron said while carrying the bill on the floor. She described SB 32A as a targeted tool to help local governments, nonprofit providers and tenant advocates identify at-risk properties earlier and coordinate preservation actions.

The bill requires the agency to consolidate datasets that are currently scattered — including property expiration dates and tenant income information — into a single searchable online tool. "With SB 32A, we can turn data into action and action into housing security for thousands of Oregonians," Neron said.

Supporters said the dashboard will improve transparency and planning. The measure was developed by a work group convened by a Senate member and included tenant advocates, nonprofit housing providers and public housing authorities, according to the sponsor's remarks. SB 32A passed on third reading and was declared passed after receiving the constitutionally required majority.

The floor record shows unanimous committee support in both relevant Senate and House committees prior to floor consideration. The bill's passage tasks Oregon Housing and Community Services with delivering a consolidated, searchable data resource and reporting improvements to help preserve affordable units before restrictions expire.
