One commissioner said, “If we don't man it, we're gonna end up with household garbage,” and members debated beginning with two days a week and expanding as needed. Staff said they will continue to coordinate site fencing, office delivery and staffing and return with a schedule; several members asked for clearer timelines before the next board meeting.
