Castle Rock Phase 3 primary plat moves forward; engineer work nearly complete, lift station planned

Doug Reddy of DBG, representing Andy James, presented Castle Rock Phase 3 at the May 7 Plan Commission study session. The plan proposes a residential R-2 subdivision that extends the existing Castle Rock development northward and navigates several pipeline corridors, low ground and wetland/detention areas.
Reddy said the entire property is zoned R-2 and that proposed lot sizes generally exceed the R-2 minimums. He described an unusual site geometry bisected by three pipelines and large wetland/retention areas; the design seeks to follow high ground and preserve a large existing detention basin that currently functions as community drainage.
Town staff reported that water and sewer review returned no comments at this stage but noted the project will require a lift station because of low ground; Reddy said the lift station is planned on the west side of the outlet. Reddy also said his team will refine a retention pond boundary to ensure several lots meet the town’s minimum buildable-area requirement and that engineering and a stormwater report are nearing completion.
Reddy asked the commission for permission to advertise in two weeks, with a public hearing targeted for June. No formal action was taken at the study session; staff will circulate the submittal to fire and police for access review and will expect the applicant to provide wetland assessment documentation with the official submittal.
