Commission hears house‑addition filing at 55 Winter Street; DEP delineation question raised

The Woburn Conservation Commission reviewed a filing July 24 to replace an existing deck with a house addition at 55 Winter Street. Mark Slager of Allen Engineering presented the application on behalf of the property owner, Tony Jones.
Slager said the proposed addition would occupy the former deck footprint and would be farther from mapped wetland lines than the existing structure. "The proposed addition is gonna be in place of the deck," Slager said, adding that the work would be "well away from any wetlands" and likely outside the riverfront area. He told the commission that DEP had suggested showing the riverfront area more clearly on the plan but that, based on record mapping and the site visit, the riverfront buffer did not extend onto the property in a way that would affect the proposed work.
Commissioners asked whether a more detailed wetland delineation should be submitted, noting DEP’s technical comment. Slager said the additional delineation would delay the project and argued the work is sufficiently distant from mapped wetlands that it would not change the commission’s decision: "Even if the wetland line were 30 feet closer, we're still over 50 feet away."
After discussion, the applicant consented to additional time for the commission to issue an order of conditions. The commission closed the public hearing by voice vote and will issue an order of conditions consistent with its review timeline.
No formal permits were read into the record at the meeting. Commissioners indicated they were comfortable moving forward based on the site visits and the applicant’s representation that the work is outside the riverfront and wetlands buffers.
