Council adopts rules for commercial pedal vehicles, extends weekend hours to 11 p.m.

Concord City Council on Thursday adopted an ordinance amending Chapter 58 (Traffic: Vehicles) to regulate commercial pedal vehicles operating in the city and extended their allowable Friday and Saturday operating hours to 11 p.m.

Valerie, a city attorney or staff member working the item, said the council discussed the draft rules at an earlier work session and that staff revised the ordinance to permit operation through 11 p.m. on Fridays and Saturdays. The ordinance requires operators to display prices and follow other operating rules set out in the new regulations.

Council moved and seconded adoption during the meeting and voted by hand; the ordinance was adopted as presented. Staff said the change reflected council direction from the prior discussion and that enforcement and operational details would be handled through the city’s traffic and licensing procedures.

The new rules are intended to provide a regulatory framework for commercial pedal vehicles downtown and elsewhere in the city, including hours of operation and consumer protections such as displayed pricing. Council members asked a brief clarifying question about weekday hours and staff confirmed the initial weekday limit will be 10 p.m.
