DRC approves Fourth Fest and fireworks at Lashley Park, pending operator paperwork

The Development Review Committee on May 9 approved a permit for Fourth Fest and a fireworks display at Lashley Park on July 4, 2025, subject to outstanding paperwork from the fireworks operator and usual city conditions.
Urban Design told the committee it needs a certificate of insurance naming the city as additional insured, a list of the fireworks to be used, the name of the person or agency handling the fireworks and a copy of that operator’s license or permit. “We need a copy of the certificate of insurance showing the city as additional insured ... the name of the person or agency who will be handling the fireworks, and a copy of their license or permit,” a staff member said.
Police and fire representatives described staffing similar to prior years. “Last year we had four officers detailed there. It’ll be the same for that. For the actual event, they’ll be staggered as normal,” a police representative said. The fire department said it will provide three firefighters from 1 p.m. to 10 p.m. (two landside and one on a boat with police) and that a temporary permit for the fireworks show is required before the pyrotechnics may proceed.
Public Works confirmed it will provide MOT (maintenance of traffic) services and asked the applicant to coordinate with Dave Myers for barricade orders. The applicant reported they would provide the paperwork next week and that MOT would be provided in kind by Public Works.
A fireworks operator representative introduced themselves at the meeting; staff said they would send an introduction email so the operator and Public Works could coordinate logistics. The committee moved, seconded and approved the permit on a voice vote; staff listed the outstanding paperwork that must be supplied before the fireworks can be fired.
The committee’s approval did not waive the operator paperwork requirements: insurance naming the city as additional insured, the fireworks inventory, and the operator’s license or permit must be filed before a final fire-permit clearance is issued.
