City council authorizes $23,000 from arts fund to supplement Chalk Fest

Park and Recreation Director Brian reported to the Oak Harbor Arts Commission on May 8 that the City Council on Tuesday approved a $23,000 allocation from the arts fund balance to supplement Chalk Fest funding.
"They did approve the 23,000, from the art fund balance to supplement, the chalk fest funding," Brian said. He added the approval gives staff a funding "safety net" to move forward with planning while staff pursue additional grant opportunities and sponsorships and work with legal on LTAC eligibility for more funds.
Brian said the department will begin the procurement process for an event-management firm, start marketing and assemble sponsorship packets. He also said staff will evaluate how to make the event more sustainable in future years and whether parts of the event can be provided in-house to reduce costs.
Legal review is ongoing to determine whether the city can pursue another LTAC round or other grants to offset the art-fund supplement. Brian said Chaz notified him that the budget adjustment was completed and that staff will use the extra time to build sponsorships and vendor procurement timelines in the coming months.
Next steps: Parks staff will proceed with procurement and marketing work for Chalk Fest, pursue sponsorships and report back to the Arts Commission on progress and any additional funding developments.
