CAC adopts clarified operating guidelines, sends amended document to board
Summary
San Diego Community Power’s Citizens Advisory Committee voted to adopt amended CAC operating guidelines that clarify the vice chair role, outreach responsibilities and procedures for suggesting board agenda items; the item will be forwarded to the board of directors.
The Citizens Advisory Committee (CAC) of San Diego Community Power on Oct. 11 adopted revisions to its operating guidelines and will forward the amended document to the board of directors for inclusion on a future board agenda.
The changes, presented by staff, clarify duties already reflected in the agency’s joint powers agreement and add explicit procedures for how the CAC may propose items for the board’s regularly scheduled meetings.
Staff presenter Sebastian summarized the revisions and said the updates mostly codify practices already in use, including elevating outreach activity and clarifying the vice chair role. He told the committee, “Again, this just ensures that staff is not scrambling and that we're doing a good job in covering the items that the CAC has asked for.”
The adopted procedure requires that a request for a CAC-designed agenda item for the board’s next regularly scheduled meeting be provided no later than 10 days before that meeting to allow adequate staff time for preparation; the guideline also requires the CAC chair to discuss proposed items with the San Diego Community Power CEO or designee and notes the CEO, in consultation with the board chair, must approve items for the board agenda.
Gary (CAC member) moved to adopt the document; a committee member seconded the motion. Victoria conducted a roll-call vote; members recorded affirmative votes and the motion passed. Staff noted that Eddie Price was not present at the meeting and that the adopted item will appear on a forthcoming board of directors agenda for formal consideration.
The committee’s action was procedural: it adopted revised advisory-body text and forwarded the amendment for the board’s review rather than changing San Diego Community Power policy or budget. Members and staff said the language aligns the CAC practice with provisions already found in the JPA and was intended to reduce confusion about internal processes.
