Commission approves pet grooming as accessory use at 272 Elm Street

The New Canaan Planning and Zoning Commission on April 29 approved a special permit to allow pet grooming as an accessory use at 272 Elm Street, permitting the applicant to add grooming service stations behind the retail area of a pet supply store.
Lou Decuntel of DBI Development and applicant Frank Louoso described a floor plan in which customers enter the retail store and access the grooming area internally, with additional exterior access to back-of-house wash bays. The applicant said the grooming area will contain grooming stations and wash bays and that grooming will be performed by staff, not a self-service arrangement.
Commissioners asked about circulation, exterior walls to enclose a former drive-through canopy, fire access and whether cars would still be able to pass on the outside lane. The applicant said exterior walls will be constructed to form enclosed grooming rooms and that one lane of vehicle circulation will remain to the outside of the building; the building enclosure will not extend beyond existing structural posts. Commissioner Chris confirmed there will be no overnight boarding and no outdoor pet housing associated with the use.
The commission recorded a unanimous vote approving the accessory grooming use (special permit pursuant to section 4.44 0.4) with no conditions. The applicant said a separate sign permit will be filed after interior construction.
