Committee members told commissioners the district—s governing documents and the state approval of the TIF limit how revenue may be used, and they recommended new application rules to reduce repeated one-off grants and preserve the fund as revenues decline.
Why it matters: The county—s original TIF estimate was $15 million over 30 years; the committee reported about $2.7 million in net funds on hand, roughly $2.5 million expended and an accumulated inflow of about $5.2 million to date. Wind-farm tax payments make up a substantial portion of revenue; the county receives 90% of those payments through the Maine Revenue Service.
