New Canaan commission keeps business and commuter permit rates flat, adds $50 late fee

At its May 7 meeting, the New Canaan commission voted to keep business and commuter parking permit renewal fees at their current rates for the 2025–26 permit year and approved a $50 late fee for commuter permit renewals.
The decision affects business permits for the July 1, 2025–June 30, 2026 year and commuter permits for the September 1, 2025–August 31, 2026 year. Commission members and parking staff said they will notify permit holders in advance and that refunds would be issued if a holder later chooses the newly available free three-hour option in Park Street.
Stacy, a parking department staff member, recommended keeping the premium business permit fee unchanged “since we did raise the fee last year” and noted there are 105 premium business permits currently issued. She described the business-permit structure and the three lots that will remain free for permit holders: Center, Locust and Richmond Hill. The commission voted unanimously to keep business permit fees flat and to continue the free-business-permit program for those lots.
On commuter permits, staff said the Lumberyard lot permit is listed at 66362 (as stated in the meeting), Richmond Hill at 50,410 and Tallmadge Hill nonresident permits at 50,410 (figures reported in the discussion). Staff reported 691 permits out for the Lumberyard lot, 10 for Richmond Hill and 321 (including nonresidents) at Tallmadge Hill. The commission approved keeping commuter-permit rates the same and added a $50 late fee for missed renewals; that motion passed unanimously.
Staff described a communications plan for commuters that will use the town’s New Canaan alert system and the Passport software to send renewal notices starting in June, allow online renewals, and provide follow-up reminders. Stacy said Passport is coordinating with the town and that she will meet the vendor to confirm delivery and timelines.
Commissioners asked staff to notify current permit holders about the new three-hour free option on Park Street so those holders can choose a prorated refund if they prefer the free option instead of a paid, long-term permit. Staff said refunds would be handled if needed.
The commission also asked staff to collect utilization data over the summer and to consider the waiting list for Park Street when deciding whether to add new permit holders.
