Williamsport City Council on May 8 approved an ordinance transfer and a resolution to cover upcoming Federal Transit Administration (FTA) repayment payments from legislative contingency funds.
On second reading, the council passed Ordinance Transfer No. 2 to move $50,000 from the RVTA local share into legislative contingency. The administration said the transfer was intended to cover two upcoming FTA payments; the finance committee had recommended moving the funds and confirmed the money came from American Rescue Plan Act (ARPA) allocations previously set aside.
Council then approved a resolution to pay the second and third FTA repayment installments from legislative contingency. Finance committee members and council discussed the remaining balance in legislative contingency after the transactions—estimated at about $20,000—and urged the administration to present a longer-term plan for where future payments will come from. One member said recurring transfers to cover FTA payments should be resolved so the council need not revisit the issue each month.
The council approved both measures unanimously. No additional, specific funding source for future FTA payments was adopted at the meeting; the administration indicated it would propose options later.
