Houston County approves contract with SEMCAC for family homeless-prevention services

County staff presented a proposal to continue a partnership with SEMCAC for family homeless-prevention services, funded by state Department of Revenue allocations the county has received.
According to staff, the county received an allocation beginning in 2023 and contracted with SEMCAC to provide family homeless-prevention services; SEMCAC spent nearly all of the initial dollars. The new contract approved by the board carries a "not to exceed" amount of $106,764 that is inclusive of 2024 and 2025 allocations for those services.
Staff described the arrangement as a continuation of a partnership that has worked well for the county. "This contract has a not to exceed of 106,764, which is inclusive of both the '24 and '25 allocations," staff said.
Commissioners asked whether the funds were at risk and whether the state could reclaim them; staff said the dollars were allocated by the state and that contracts include out clauses, but acknowledged future funding remains subject to state changes.
The board voted to approve the SEMCAC contract; staff will execute the agreement and monitor spending and reporting requirements under that contract. No county general-fund dollars were cited as part of the contract; funds are program-specific allocations administered by the county.
