Polk County finance staff told supervisors the county plans to borrow $2,250,000 for capital projects in the 2025 budget year and will present options for execution — including private placement or a public offering — at a June general government committee meeting.
“So we’re planning to borrow a total of $2,250,000 for the budget year, 2025,” a finance staff member (Tom) said. Staff said the county used short‑term borrowing in December for vehicle purchases and other capital and that the new borrowing would be structured for multi‑year capital projects. The staff member said the county has used a private placement with Bremer in the past but will evaluate public market placement as an alternative.
Staff said interest rates have been relatively steady and that the county expects to review placement timing with underwriters; a complete presentation on financing options will be given to the general government committee before formal action.
On related budget matters, supervisors said the library committee will hold a public hearing on the library plan 30 minutes before the county board meeting and that staff will circulate additional information on library funding, benefit options and department‑level funding requests. The board is also reviewing priorities including stable levy strategy and infrastructure projects for multi‑year capital planning.
Discussion: Commissioners asked about bond rates and placement options; staff said they will return with a presentation and that borrowing is intended to keep the levy flat while funding capital projects.
