Commission moves to classify youth medical care provider positions, schedules public hearing to place role in noncompetitive class

The Civil Service Commission approved job specifications for a new Youth Medical Care Provider position intended to provide medical oversight at summer camps and year-round coverage at GIAC. Commissioners approved classifying two positions for GIAC and five positions for the Youth Bureau, and they authorized a public hearing to move the classification from competitive to noncompetitive so hiring can target licensed medical professionals.

Civil service staff said the role is intended for registered nurses, licensed practical nurses or EMTs who can administer care, including giving insulin to campers with diabetes. "Typically, registered nurses, LPNs, EMTs ... are in the noncompetitive class," a civil service staff member said when recommending the hearing. The commission agreed to hold the public hearing at the next commission meeting and to submit documentation to New York State for approval afterward.

The commission clarified that some positions will be seasonal (summer camp months) while GIAC positions will be year-round. Commissioners recorded the motion to classify the positions and to authorize the public hearing; the meeting record shows the motion carried by voice vote.
