Commission approves park manager position; youth bureau to take on greater parks oversight

The Civil Service Commission approved a park manager position intended to provide day-to-day supervision at Stewart Park and as a first step toward a broader reorganization that would move more parks from Public Works into the Youth Bureau.
Greg Powell, identified in the meeting as the Youth Bureau director, told commissioners the bureau already oversees Cass Park and has staff experienced in park operations. "We are working with the city manager to start the process of moving more of the park system to the Youth Bureau because we have a larger staff with more professional expertise in the space," Powell said. The park manager job description was drafted with a broad scope so it could later apply to neighborhood and specialty parks as the reorganization proceeds.
Commissioners asked who would supervise the new park manager; Powell said he would be the direct supervisor and described his background in outdoor recreation and camp management. The commission approved the job specification by voice vote.
Powell said the initial focus is Stewart Park because it lacks regular day-to-day management; future staffing could include park managers for larger and neighborhood parks as the departments are reorganized into a consolidated Parks, Recreation and Youth Development department.
