The Oak Creek Common Council on May 6 approved award of the 2025 road improvements unit‑price contract to the lowest responsive, responsible bidder, Payne & Dolan Inc., at an estimated cost of $984,230.20.
Matt Sullivan, assistant city administrator and city engineer, said council previously approved Option A in October 2024 and the project underwent value engineering that reduced the estimate. He said the award fits within the city’s $1 million budget for road work when combined with leftover funds from previous years and that the contract covers micro‑surfacing, mill and overlay and patching work across multiple streets. Fairfield Subdivision work will be considered separately.
Council members asked clarifying questions about which streets and the type of surface treatment. Sullivan explained the work includes different treatment types (mill and overlay, microsurfacing and patching) and that microsurfacing was chosen for certain streets because it is quicker, cleaner and has less stone pickup than some treatments.
The motion to award the contract (base bid) was adopted by roll call; the motion record in the minutes shows the mover and second and a unanimous aye vote by council members present.
