City to close PH/Theater Road intersection for roundabout construction; contractor given 77 days to finish

The Board approved construction engineering services and received final staging information May 6 for the Theater Road/PH improvement project, a roundabout the city plans to build to improve traffic flow at a busy retail intersection.
MSA Professional Services was approved to provide construction staking and administration for an estimated $26,500 to supplement city staff. Kevin Schubert, the city’s MS4 and project lead, said a preconstruction meeting was scheduled and staff anticipates work will begin after Memorial Day (project start discussed as May 27 in the meeting). The schedule gives the contractor 77 calendar days to complete the work; staff said an expedited schedule is possible if traffic control allows continuous construction.
Schubert said the intersection will be closed during construction to expedite work and reduce contractor exposure to traffic; the city will issue a public notice and suggested detour routes (State Highway 16 and East Main Street). Staff told the board that adjacent property owners and businesses have been contacted and that the project includes pavement milling and overlay on Theater Road north to I‑90 after roundabout construction.
Board members asked about capacity and safety. Staff said the single‑lane roundabout design is sized to handle current peak volumes and that the design team coordinated with the Wisconsin Department of Transportation to install pavement sensors to communicate with the Highway 16 signal cabinet if queues build; the sensors and signal interaction were added to reduce the chance congestion would back up into the highway intersection.
The board approved the construction engineering services and accepted the staging plan. Mayor Kim moved to approve the contract for construction engineering; the motion carried unanimously.
