Board adopts rule requiring patrons to present library card when checking out materials

The South Burlington City Library Board on March 13 voted to add language to the library use policy requiring cardholders to have their library cards with them when checking out materials. The revised wording replaces a softer “strongly encouraged” phrasing with a requirement intended to reduce errors and make checkout faster for staff.

Board members said the change responds to a small number of complaints in the last two years where patrons believed they had been denied checkout for lacking a physical card. One board member said two individuals had raised concerns that staff had interpreted the absence of a card as a reason not to permit checkout; the new policy will give staff a clear written standard to cite when responding to complaints.

Under the change, staff retain discretion to work with patrons who lack a card (for example, by confirming an address) and the board discussed how replacement cards are handled at the desk. The motion to change the wording to a mandatory phrasing passed by voice vote; board members agreed that the new language would be added to the website’s borrowing and library use pages.

The board did not adopt a monetary penalty change as part of this motion; replacement card fees and other circulation fees were discussed only in passing.
