The South Burlington City Library Board on March 13 voted to allow nonresidents who work in South Burlington to receive library cards that permit checkout of physical materials. The motion passed by voice vote during the board’s governance discussion.
Board members said the change is intended to accommodate people with a clear, ongoing connection to the city through employment while limiting access to the library’s physical collection; the cards will not provide access to streaming services such as Libby or Canopy. A board member described the change as targeted to “somebody who comes from outside of the home card system” and uses the South Burlington library regularly.
Board members did not provide an estimate of how many nonresident workers are likely to apply. The policy as approved will be implemented through the library’s card-issue procedures; staff said the intent is to prioritize the existing home-card agreements first and offer the new card as an option for workers who do not have a home library card.
The board approved the motion by voice vote; no roll-call tally was recorded in the meeting minutes. Implementation tasks — such as exact eligibility verification, how the card will be issued at the desk, and whether the change will be actively marketed — were left to staff and will be handled as part of policy rollout.
Library leadership said the new card covers only physical checkout and not digital lending services, reflecting the library’s existing home-card agreements with neighboring libraries.
